Because the movie business is a business. It's easier to take a risk on a known quantity than there is on an unknown one. (just look at all the sequels, reboots, re-imaginings, and remakes). Black Widow has been a supporting character in 7 MCU films. She's established in general public's mind, decently popular, and portrayed by a well known actress. Also while the character has been in 7 movies not to much is known about her beginnings and there are places the character can go. Another good reason is she isn't super powered. This would cut down on cgi and special effects lowering the budget. MCU has done well and has been praised when they bend the super hero genre by adapting other styles. (Bond movie with Black Panther, Buddy Movie with Ragnarok, Heist Movie with Antman, and Spy Thriller with Winter Soldier) Dipping back into the Spy Genre is a no brainer with Black Widow. The question shouldn't be Why is Black Widow getting a movie? The question should be Why hasn't Black Widow had a movie? Cause nobody wants the movie 8 years instead brining in new characters they are going back to the supporting character. The kids love Groot and Rocket nobody is saying they should get a solo movie. Scarjo's star is fading she has nothing besides BW People have been wanting a Black Widow movie for years, hence why its finally getting made. We don't know every single detail about her back story outside of a few tiny bits of information, the movie is designed to answer the question of how she turned from bad to good and became an agents of SHIELD. I don't know what you're on but ScarJo is definitely still a much sought after actress and she's definitely had success besides playing Black Widow since she took the part.
