Which actress who never won an Oscar most deserved one?

Bette Midler for THE ROSE - 79'. I can understand why Sally Field won for Norma Rae as her character was more inspiring, but she just didn't have the real, raw and exposed emotions, intensity or depth of range that Midler gave to her Rose. Watch both performances back to back and you can see Field acting what she doesn't really get, as opposed to Midler being what she is feeling.
