The NFL makes most of its money from tv yes? So who cares if a team has 2 bye weeks, the league will still rule the ratings.
I don't agree with PK on the limiting though, that angle is a non starter.
One compromise might be expanding roster size. There would surely have to be regulations on that lest a handful of teams signs the vast majority of stars just to sit around not playing for their opposition.
