Peter Weller still plays Robocop Tom Noonan is suitably creepy as Cain The sequence where Robocop is reprogrammed to be "nice"
The final stop-motion fight. It's nice to see some old-school FX before CGI took over

Way too many villains and it's never clear what the stakes are
The script is an incoherent mix of various subplots and random supporting characters that don't mesh well.
