I find this absolutely ridiculous. How does one then determine from what is best and popular? Is a popular film popular today but not tomorrow? It is all subjective and they are just desperate to interject some new life into the proceedings. They only need keep the Best Picture Nominees at an absolute 10 and perhaps make the acting nominees 6 instead of 5. They already have a best animated film category and Toy Story 3 ended up on the best picture list too. They will probably just take the 6 highest grossing movies worldwide and vote on them. 
It would be hilarious if they choose to include 10 movies in the category and "The Meg" gets an Oscar nomination.  They are leaving themselves wide open for egg on their face. That is why we have the people's choice awards etc. They are dumbing down their own rules, instead of re-inventing them by using a little more insight and integrity.
