Back in CLASSIC MOVIE DAYS, the on the street policeman often went to a call box to call in to the Police Station.
OR
they would rap their night stick on the sidewalk to get the attention of the other policemen in the area.
OR they called from a regular phone booth or used the phone at the scene of the crime
In "truly" CLASSIC FILM days, phones in a car were pretty much something for sci-fi films.
In neo-classic films they did appear on occasion, but they were not commonplace and were often in the bad-guys limo and not a police car.
