is nuclear war a better possibility more now then perhaps 20 years ago as well?

No because state powers are now investing hugely into non nuclear WMD. They don't want to win a zero sum war.
There'll be swarms of drones attacking cities with pinpoint accuracy killing millions, but at least we'll not kill all the butterflies.
To that point though, I think states like Israel & Iran will have to do with nukes, which they'll use as martyr weapons. Not a global catastrophe though - Iran, North Korea, etc will never ever have arsenal enough to erase continents from existence.
