No it's not. it saves in opportunity cost and additional water costs/waste as I have to spend more time getting soap out of a sliver. It's a waste of additional water if you try to use it until it becomes nothing, yes. But if you meld it into a new bar, how is it wasteful? Why would I keep a sliver to meld into a new bar? How much waste are we talking that I would have to have a misshapen bar of soap in order to avoid guilt. What if I switch soaps?
