Unless they have decided to abandon Justice League, Steve is gone.
In fact, they might fix the whole "She's hung up on a dude" criticism if they make his death/loss/whatever truly tragic and worthy of shutting out the world.
Doesn't quite fix the whole "Wait, she did nothing about Hitler?" problem...
