It's not going to be a Movie (that is why I began the title of my OP with "OT").

The plan is for Ruby Rose to first debut as Batwoman on a few of The CW's Super Hero TV Shows and then after that, Batwoman would then get her own TV Show on CW with Ruby Rose starring in it.
