I think Barry Sanders is far and away the best. He had plenty of runs for negative yardage but he would then follow those up with runs only he could do. He did not have blazing speed but I have never seen a back who could accelerate like him.
Backs like OJ and Payton and others in that era I simply haven't seen enough of beyond some highlights on Youtube so I can't include them.
I also went Eric Dickerson, who was a magnificent runner. He seemed to glide across the field with long strides and he was fast.
My third choice is Adrian Peterson, whose stock has fallen but I think was the best back of his era.
I was tempted to go with Marshall Faulk, one of the great all purpose backs.
