I'm sorry, but... Is that a thing? I mean, a fact is something that has been thoroughly proven to be absolutely true. A theory, on the other hand, is just an idea that still needs testing before it can be categorized as fact. So, is summers saying that it is a fact that some people believe this theory, or is he just butchering the English language again?
