That just means ABC approved those changes, the AMPAS members decided on the changes.

So thanks again for once again proving that I was 100% correct that Disney forced the Academy to create the Most Popular Movie category so Black Panther could get an Oscar nomination and thanks again for proving that MCU fans lack simple reading comprehension.
