SM:HC: doesn’t the second ‘Shocker’ know Peter’s identity

Except that up that time, Spider-Man had only been seen in New York city and never in Washington, D.C. So the fact that:

1. Shocker found Spider-Man outside the high school and a fat kid who attends that high school saved Spider-Man's ass.

2. Spider-Man was seen for the first time in Washington, D.C. at the same time that high school's Academic Decathlon Team, which the fat kid who saved Spider-Man's ass is on, was also in Washington, D.C.

that's too much of a coincidence. So it's a pretty good bet that Spider-Man is a student at that high school and most likely a member of the Academic Decathlon Team.

It's similar to how Tom Brady got caught using illegally deflated footballs in a championship game and his equipment guy happens to call himself "The Deflator" and there's video footage of "The Deflator" taking a bag of footballs into a restroom outside the Officials Locker Room Area even though "The Deflator" had full access to the restrooms inside the Officials Locker Room Area and could've left the footballs in the Officials Locker Room Area while using those restrooms. That's too much of a coincidence for it not to be intentional cheating by Shady Brady and "The Deflator".
