I believe it was a scene set in Sheffield, a South Yorkshire city. It's from the first episode of the current season of Doctor Who.
It's funny seeing you ask whether it was Scotland, as it seems quite a few people have confirmed that a drunk person throwing salad at something they're apparently unimpressed by wouldn't be out of the ordinary where they live.
My asking if it was Scotland wasn't an accident.
I should have realized it was DOCTOR WHO.
After more than 40 years, I stopped watching last year.
