My knowledge of biology leads me to the conclusion that it is the male who wears a condom on his penis. IF he does that properly it is pretty hard for the woman to get pregnant. So whose responsibility is it?

Unless the bloke rapes you, or lies, yes, you let him do it, its your fault. And are we going to pretend condoms are the only means of protection?
