Yes. Like many characters from the comic books the 'Arrowverse' version appears to differ drastically and I am not very familiar with the villain as I have said before but it looks like the whole part about Cicada being a Father has been added specifically for the show and the writers are setting him up to be a sympathetic villain who might end up getting talked down. We know Rag Doll is coming so he might become the main villain instead. I think it would be fun if they went through a few main villains this season.
