Both are to blame. SpyGate was probably Belichick's idea but Brady was definitely in on it because there's no way it works without the starting QB being in on it. DeflateGate we know it was all Brady since Belichick was cleared by the independent investigator (which debunks the claims by Pats' fans that the independent investigator was biased against the Pats because if he was biased, he would've implicated Belichick also but he completely cleared Belichick of any wrongdoing in DeflateGate so there was obviously no bias).
