Well I said clearly in the opening post I’m not interested in those who made no attempt, only failed attempts Noticed that .. which is why the no accent = failed accent comments were confusing.
BTW .. has anyone noticed that Dick Van Dyke as Bert's accent is heard today as "not so great"  But his accent as Mr Dawes Senior is quite acceptable ? Kids in 1964 no doubt thought that's what an English Chimney Sweep sounded like in any case 
More on Mary Poppins Ed Wynn's character, Uncle Albert, was originally written as having a Viennese accent. Wynn, however, didn't attempt the accent--or even an English accent, for that matter. He was just himself, ad-libbing many of the lines he says while laughing on the ceiling in the "I Love to Laugh" scene.
