Rogue 1 seems to imply that they have lost most of their power. They seem to live in fear or hiding. A few of the leaders in the command center crowd are senators - when Jyn gives her speech about "rebellions are built on hope". And the first time we see Bale Organa he comes skulking out of the shadows. He gives off a vibe that he has been keeping a low profile for quite some time despite still being a senator.
