Oh, I think that that is most definitely going to happen.

At the end of "SPECTRE", James Bond (Daniel Craig) retired as an Agent so.....what better way to bring him back than have the Main Villain (I imagine that it will be Christoph Waltz again although nobody has confirmed and even said that he is returning) kill Madeleine and that then convinces Bond to return and seek revenge for her death.

I feel they are going to take that route, but they have already done that with Quantum of Solace with Bond trying to avenge Vesper's death.
