Based on the Trailers and TV Spots that I saw for it, it looks (to me at least) like he plays a 'Negan' type character in it.
no, he's not a bad guy. He turns out to be a good guy on the side of right and justice even if he comes across a bit antagonistic at first. I think that was part of the plot...they tried to make him "look" like a bad guy.
