I'll go with Loki. He might be the more durable of the two. Aquaman was shot with a pistol was it? And it halted him for a moment? I can't remember but Loki was shot at with a machine gun and didn't pay any attention.
Couldn't say who was stronger.
Loki is also surely the more experienced in battle and has magic on his side.
Aquaman is kind of brash so I could see Loki tricking him with an illusion and then catching him off guard.
