I remember the Grenade Launcher hurt him a bit. Seemed to hurt him more than the arrow hurt Loki anyway.
Plus Loki did get shot at with that special gun made from The Destroyer and that was surely more powerful and that didn't keep him down for that long either.
Aquaman lifted a submarine out of the water. Loki doesn't have any feats of strength like that but he shouldn't be all that far off.
So yeah I think the magic is the difference.
