I agree that it's a bit like in the Aquaman movie: winning depend on location, location, location.
Underwater Loki would drown like a bitch, but even with an oxygen tank, it's Aqua's element and faunae after all, - he could have Loki eaten by sharks and worse with a snap of his fingers (unless Loki can conjure up air bubbles).
But on the land Loki would give Aqua an ass whopping (if he has a blade that can hurt Aqua) simply by the fact he is more intelligent, cunning and mage-y.
