TV/Movie: Serial Killer turns victims into mannequins

What I remember is a scene of like a warehouse or garage with like a movie set or window display type of thing set up that appears to be a backyard summer scene. There are what appears to be mannequins posed but you realize they are actually people. I swear they are alive but I’m not 100% about that. I think I saw a tear running down one of their faces. I also believe the killer was a male. I keep picturing Dallas Roberts but it doesn’t seem to be him. I also think the kidnapper/killer was yelling at the “mannequins” or chit chatting with them like it was a real-life scenario.
I thought it was an episode of Criminal Minds, and still think it could be, or possibly even Bones. I searched google and came up with two episodes of CM:
The Uncanny Valley - which is really close to what I was looking for but the killer was female and she turns people into dolls for like tea parties, so they are all sitting down with IVs so that isn’t it.
The Lesson - Brad Dourif turns people into marionettes. Real creepy but not what I was looking for.
