Well Boston loses the weather category, but I'd say it's underrated in terms of the other stuff you listed (attractions, food, people). How you answer this question is dependent on the kind of stuff you're into. I don't know that any of these cities stand out from the rest as far as tourism goes-- apart from KC not being a place of interest for most.
