I understand, but if they can bring Peter Cushing "back from the dead" to play Gran Moff Tarkin in Rogue One, there's no reason they can't do something similar with Harold Ramis.

That's the thing, they couldn't. Tarkin looked like a cut scene character. Though the CG might look more natural with a ghost.
