Well, it can be one correctly and effectively. Problem is that a lot of charlatans out there will have 10-12 in their movie, half of which being some derivative of "character hears noise, walks over to window, cat jumps out with corresponding musical flare" and it's stupid. It's what amateurs do. If you're all jump scare and zero suspense, tension, character, etc., then you're not a filmmaker, you're just some asshole with a camera and money to burn.
