Xander found him in Dr Rolf's labs in the warehouse where Nicole died. He has no memory, same as Will situation. He was being kept there by Dr Rolf. Eve has Rolf's diary with the formula for the serum and is hiding it so they can't recreate it, and the hospital denied the use of the existing amount of serum they used on Will to use on Jack as it's still being tested by the FDA.
