Ill disagree here for sure. because as long as someone does not turn off the movie TOO quickly due to boredom I think it's more than fair for them to judge it without seeing the whole thing. like if a movie is totally boring for say the first 30-40 minutes or so it's pretty safe to say that movie is not going to reach Thumbs Up status at that point even if it happens to get lucky and recover to some degree because at that point there is simply too much damage done to the overall movie.
so as long as someone don't turn off a movie TOO quickly, I think they can definitely judge it once it reaches that genuinely boring level (like watching paint dry etc) for a solid portion of a movie. because say 30 to 40 minutes... that's roughly 1/3rd of most movies and that's simply way too much time for a movie to be THAT bad.
While I agree some movies might start off a bit weaker and get better I have yet to see something that was genuinely boring for say the first 30-40minutes recover to Thumbs Up level (i.e. something I would score a 6 or higher) as I figure about the best these could do is a 4/10 (below average) tops.
one movie comes to mind that I thought was totally boring for about the first 38 minutes or so but then just barely became watchable for me to finish was... District 9 (2009) (I nearly turned this off). so while my final score for that was a 4/10(below average) instead of a 2/10(boring), so there was some difference there, it's not something I would worry about much because the movie was still pretty weak overall and this is more of a exception to the norm in my experience. on the flip side of that... I have seen some movies, which I basically consider more of a fluke, start off fairly solid for like 1hour+ etc (call it roughly half of the movie) and then drop off a cliff eventually, and not recover, to the point I could not finish them (i.e. Interstellar/Inception).
You don't have the right to judge a movie if you haven't seen it in its entirety.

Plus, there are many movies that start out bad and then get better.

but outside of some rare exceptions like those listed above... I don't really see my interest in movies fluctuate too much as my interest in solid movies tends to hold pretty steady overall and even crap movies my interest in those tends to be pretty low overall to. basically one can just tell by the overall feeling they get when watching a movie and I rate accordingly as anything I score below a 5/10 (NOTE: 5/10 is average for me(but ultimately a Thumbs Down)) is pretty much crap even though there are varying degrees of crap. but basically... you can usually get a rough idea of how a typical movie will turn out after the first 20-30min given my interest levels in it at that point. but, off the top of my head, I have noticed that movies that I ultimately end up turning off due to boredom I can usually tell if a movie will reach that status based in my interest in a movie by around the 15-20min mark as if it's quite low at that point there is a decent chance ill end up pulling the plug on it in additional 20 minutes of time or so (basically inline with my typical 30min+, but usually try to go to around 40min rule before ill write a movie off as boring as score it my usual 2/10).
p.s. there is only about 160 movies TOPS out of the 2,250+ total movies I have seen that I could not finish due to boredom. so that's only about 7% of everything I have seen. so it's not a common occurance but it happens on average of about 1 out of every 14 movies or so I have seen over the long run.
But i do generally know within 20 minutes if i am going to like a movie.
That pretty much sums up my thoughts on movies in general

hell, I would probably even apply that to movies that end up reaching that boring status to the point I can't finish them due to boredom as while I almost always give a movie 30min+ minimum before ill turn it off and score it my usual 2/10 due to boredom, I would say by about 20minutes you can usually tell if a movie has a good chance of being turned off in another 10-20minutes past that initial 20min range.
