MLB rule changes for 2019: Three-batter requirement for all pitchers, universal DH?

DH will be universal, yet they'd be wise to make it official right after a WS for a following season, or make it a 1-2yr advanced announcement.
More to this MLB stuff, I've been reading more & more about Portland supplanting Mexico City or Monterrey as next in line with Montreal. MLB had better be right about that because Portland doesn't scream piles of money waiting to burn.
Alas, we're probably not getting either until Oakland &/or Tampa are locked in or locked out - because god forbid MLB takes away relocation scare tactics by erasing the 2 best destinations. Isn't Tampa's lease until 2027 or whatever keeping them off the table?
