Matar means Peas. I think it would be a great dish for a vegan. I personally make it with cream which may be a problem for you but you can find an alternative for cream then it would be good. You should definitely give it a try.
I have never heard of the recipe called "green chilli Jaipuri Curry". However I have had things similar to it. There is a dish that I had in the small Himalayan country called Bhutan that was made of green pepper and chilies and tasted awesome.
