I don't know exactly which standard the OP wants so ill just list some random movies with some comments in relation to the budget etc...
The American (2010) ; while not exactly a 'flop' it only made $67.9mil worldwide (only $35.6mil here in USA) on a $20mil budget. this movie is also within my Top 20 movies and is THE lowest rated movie on IMDb, based on average score(i.e. 6.3/10 average), that I score a 9/10 or higher. I gave it a 9/10.
on it's Wikipedia page it says...
I am glad it's not your typical dime-a-dozen action movie as it's more of a character study and the atmosphere/tone of the movie really helps sell it along with Clooney not playing his usual suave self as I like his more paranoid type of character in this one. in fact, if you count it as a hitman/assassin type of movie it would be my #1 of the genre. it grew stronger for me on re-watches as time passed.
p.s. they should have made Hitman (2007) etc more like The American (2010) as that type of character/mood fits the Hitman world better than what we got with Hitman (2007) which is basically a action movie variation.
but to list some others...
-Assassins (1995) ; $50mil budget and made only $30mil according to Boxofficemojo.
-The Lone Ranger (2013) ; $215mil budget and did $260.5mil worldwide. I think this is considered a flop but it beats most blockbuster movies comfortably.
etc etc. I could probably list more but taking a fairly quick look through My Favorite Movies these are what I came up with for now.
