London, most likely. It was the biggest allied city within easy range of German bombers and/or missiles.

If they could come up with a way to launch it at New York or Washington DC, they'd likely do that instead. There were German plans for trans-atlantic bombers and submarine-launched V2s, but they were pretty speculative.

Also worth noting, none of this would help Germany. Nuke London or New York, and it's really not going to stop the war effort.
