I see no reason why he still wouldn't want a wall, since the MCU tries to reflect real life border security and illegal immigration still would pose an issue. Production, if it were to happen, would take less time than it would actually take in real life with the help of the advanced technology corporations like Roxxon and Stark Industries develop regularly.
Like any other politician he'd only be anti-superhero if they were not in favor of his policies and went against the law, rather generalize he'd pick and choose - as would any other candidate when you get right down to it. Outer space and intergalactic terrorism would be just as if not more of a focus so superheroes who are capable of stopping such threats would be needed as would their technology.
