I think at that point in his life, he was probably too embarrassed to admit what really happened. You really think they had this backstory planned out when they wrote Winter Soldier? It's just bad, inconsistent retcon. I agree, but I also think it gives a new dimension to his character that I really like. That line in Winter Soldier now feels like the most Joss Whedon moment in the mcu which is kinda hilarious.
