The second excuse is absolute BS. And if we buy that he didn't think a wormhole opening over the Earth with thousands of aliens coming through it was enough of an emergency then the impending arrival of T hanos certainly was, yet he only paged Captain Wamen when he was moments from getting turned into dust. Yes, because moments from getting turned into dust is indeed a bigger emergency than watching a wormhole with aliens in the sky. One of them still has a chance for victory, the other one not so much. I can't believe how many times I need to explain this shit. So basically Fury decided that aliens invading and killing hundreds of civilians while the Avengers just stood there for half an hour and did nothing but crack jokes and 1-liners wasn't an emergency? If Fury had paged Captain Marvel when Loki had killed Agent Coulson and made the Avengers look like incompetent idiots, then those hundreds of civilians might not have been killed. But Fury refused to call in backup even while the Chitauri were killing hundreds of civilians and the Avengers just stood there for half an hour doing nothing to stop it.
