I live in Germany, but some people in my street don't even have curtains. It's a bit bizzarre, if you walk by their house in the dark you can see everything that's going on. You can see them cooking in the kitchen or sitting in front of the TV. It's almost like they are putting themselves on display trying to show everyone what a nice home they have.
Some people don't like to feel closed in by curtains. I guess you're supposed be polite and refrain from gawking. Open windows might be a great idea in the country but not so much in the city. In New York City there are newer apartments where the outer wall is one huge window. You can see the whole room at night because few occupants close their drapes. There are gawkers. One guy I know owns a telescope and uses it to look at his neighbors as well as celestial objects. Some of the objects of his observation own telescopes as well and are probably looking back at him. Absolutely. I see all the time on movies and TV shows people lounging, watching TV, talking, cooking, having sex, taking showers, baths and walking around naked with window treatments wide open. I live on a street that is about two miles of apartments and condos. When I go for a walk at night, 95 percent of all windows have closed window treatments. All on the first floor. Most on the second floor. Occasionally I see an open window treatment with the TV on. But I cannot see people. On movies and TV shows the angles of the open window treatments and surrounding buildings is one where the people and what they are doing is fully visible.
