Open windows might be a great idea in the country but not so much in the city. In New York City there are newer apartments where the outer wall is one huge window. You can see the whole room at night because few occupants close their drapes. There are gawkers. One guy I know owns a telescope and uses it to look at his neighbors as well as celestial objects. Some of the objects of his observation own telescopes as well and are probably looking back at him.
I live on a street that is about two miles of apartments and condos. When I go for a walk at night, 95 percent of all windows have closed window treatments. All on the first floor. Most on the second floor. Occasionally I see an open window treatment with the TV on. But I cannot see people.
On movies and TV shows the angles of the open window treatments and surrounding buildings is one where the people and what they are doing is fully visible.
In a large city people probably figure they are one among millions and aren't going to be the object of anyone's undivided attention.
