I live in Germany, but some people in my street don't even have curtains. It's a bit bizzarre, if you walk by their house in the dark you can see everything that's going on. You can see them cooking in the kitchen or sitting in front of the TV. It's almost like they are putting themselves on display trying to show everyone what a nice home they have.
Open windows might be a great idea in the country but not so much in the city. In New York City there are newer apartments where the outer wall is one huge window. You can see the whole room at night because few occupants close their drapes. There are gawkers. One guy I know owns a telescope and uses it to look at his neighbors as well as celestial objects. Some of the objects of his observation own telescopes as well and are probably looking back at him.
And if those people walk around naked, or have sex without closing their curtains, they are exibitionists.
I would be extremely uncomfortable in their apartment at night. And I would, and could never walk around naked or have sex in their apartment without closing the curtains.
