There are exceptions, depending on each child. It is not an "absolute" and not all children are the same age either and can have different sleeping habits.
It was suggested by my cousin's husband, that his 12yr old daughter go to bed the other night when I was around visiting with them. It was around 10.00pm and is school holidays. She said she was fine, but he just said nicely and calmly that she had had a long day. She didn't protest and respectfully kissed him goodnight and off she went. I do not think this entailed any discipline or structural issues. Her little brother had already gone about an hour before and he couldn't wait to go to bed.
