I've never been able to fathom whether George W Bush was a dumbass or just putting on an act. After all, he graduated from Harvard Business School. I suppose it's possible that his father's reputation got him in of course. But he had to maintain some kind of standard to graduate I would hope. In the movie "Vice" about Dick Cheney, Bush is portrayed as an airheaded aging fratboy who teams up with Cheney out of insecurity. Apparently the Republican Neo-Cons wanted a goofball frontman so Cheney could actually run everything behind the scenes. The premise of the movie is that Cheney was actually the 43rd President of the United States. I saw W. with Josh Brolin but I want to see Vice. Christian Bale is a changeling.
As for Bush, he wasn't super intelligent but he wasn't stupid either. I think when 9/11 happened, he just felt like it was pretty much Pearl Harbor and felt a need to make his mark in history. He probably saw it as an opportunity to be big and outdo his dad who left Saddam in power.
As whether or not he was manipulated by his peers, I don't know but you have to remember that can go both ways since it might be bad to dissent like what happened with Powell, yes-men are a dime a dozen.
