Jaime Alexander is tied up with "Blindspot" on TV, and I guess Marvel didn't want to re-cast Sif. Pretty simple really. And my guess would be that it's been so long that audiences would be confused as to who she was when she showed up as a different actress. Otherwise there's no reason not to recast. They've recast Fandral and Rhodey; hell this universe has recast Hulk.
