Bucky probably told him to pass it to Sam, not thinking about the fact Sam isn't a super soldier.

Too much conjecture. I saw that Bucky was the one who encouraged Sam to talk to Steve... but seeing as Bucky also looked worried that Steve didn't come back and how he looked surprised when Steve did appear, I doubt they talked before hand.
