The only ones that will stay on the team full time will be those that do not have other commitments.
Hulk, who seems pretty much at peace with his new status, will remain along with War Machine, Scarlet Witch, Falcon and Bucky.
Thor will return eventually after his little stint with the Guardians.
Hawkeye will take a leave of absence to be with his family or may retire altogether, but I could also see him returning full time to honor Black Widow's memory.
Ant-Man and Wasp could join, but their families and lives are in San Francisco. They would have to relocate.
The rest (Captain Marvel, Black Panther, Doctor Strange, Spider-Man, Valkyrie) have other responsibilities and duties that take precedence and will likely only be available for occasional team-ups and/or emergencies only depending on the threat.
