If You Had To Pick One Team (Any Sport) Who Is Most Likely To....

The easy choices here would be pick a random college team that won't ever get a top level recruit. However to make this interesting for myself I'm going to stick to pro level sports and sports that I actually follow.
So that leaves me with The Detroit Lions.
Originally I wanted to pick a team that has an Owner that's just constantly going to fuck shit up. However I couldn't think of one. Jerry Jones pops into my head but I could easily see the Cowboys winning titles in the next 25 years. The Redskins maybe? However I think Haskins will be really good so all it takes really is landing that all pro QB and making a push. Had I not liked that pick they'd have been my 2nd choice I think.
This leaves me with the Lions. I just don't see them competing anytime soon while Stafford is their QB. They wasted guys like Calvin Johnson and Barry Sanders. Stafford is/was a good/great QB and yet he doesn't have shit to show for it so he's likely to be added to the list like Johnson and Sanders. I just always expect them to fail.
