He's listed as 5'4". so NO he's not a midget.
or look at it this way... anyone 5'+ is not a midget as even into the high 4's your probably still not but much under that then one might be able to argue it. plus, you can generally tell by ones proportions whether they are a midget or not.
but with that said... Kevin Hart is pretty short for a male though as he's about a half-foot under the average height for a male from what I have heard as I have heard about 5'10" as the average height for a male. so he's clearly on the shorter side especially given his height is the average for a female as I have heard 5'4" to 5'5" is the average height of a female.
