It's the trend of non alpha types for heroic parts.
Keaton was criticized not only because he had been a comedian but also because he was not the superhero comic book type.
Neither was Christopher Reeve before steroids but he was 6'4 ish and the character was presented as a nice non-threatening guy.
A cgi-enhanced Batman is the norm these days anyway--but they also had to give Keaton a rubber costume because he simply wasn't going to gain muscle in any effective way.
The worst scene is when he tries to threaten Nicholson "you want crazy-I can do crazy huh!"
But Nicholson was on the short side too-- 5' 9.
Caesar Romero = 6 '2.
