First off, anyone expecting it to have the same tone as the trailer probably didn't see the first movie's trailer, which made it look like a horror movie with lots of nuclear subtext, Bryan Cranston, and Godzilla (in actuality: big dumb action movie with barely any nuclear subtext, Bryan Cranston, OR Godzilla).
But where that was a dumb monster mashup that cut away from most of the action, this is a dumb monster mashup that keeps it front and center. And the humans this time are a bit more distinctive, at least. They also have more agency. I mean, Charles Dance is basically Ra's al Ghul.
It's basically a fanservice movie (lots of callbacks to the original Gojira, such as the original theme and the oxygen destroyer). As a Godzilla fan, I'll take it. *shrug*
